You need to nip it in the bud as soon as possible. If it is from a student, you should go straight to your course co-ordinator or year head. The majority of the time, this will sort it. If not, there are disciplinary procedures which can be taken, but an informal approach will always be taken first unless circumstances will not allow for this.

If the source of the problem is a lecturer, you need to confront them, or else the course co-ordinator or year head. The year head is their direct line manager and will put them in line. If this does not work, you should consult the Student Ombudsman. The Ombudsmans role is to fairly find a resolution to these problems. They can try mediation, or advise you to initiate a formal complaint via the Students’ Grievance Procedure.

Alternatively, come talk to one of the Students’ Union Officers, who will advise you on what course of action would be most appropriate as every situation is unique.
